I now have unlocked Sideshow Bob! Thank you very much for this thread o:)
The second Flaw and Order appears about 24 hours after I completed the first one, and I frequently tried to pull notifications tab between those 24 hours but all failed. (Also, Bart was free when the second FAO appears.)
After I finished the second FAO, I didn't have to wait for another 24 hours; instead the third one appears immediately after I finished the second FAO.
Meanwhile I am struggling to get Sideshow Bob strolling around in my town or other's, I noticed that Sideshow Bob always appears in Other Springfield. SSB may stroll on or off the roads, but most of the time he will walk following the roads. So just keep follow the roads, you'll meet him sooner or after. Sometimes SSB will "enter" a certain building or decoration and disappear, please wait for 10-15 seconds and he will come out of that building and then you can catch them once again. As obvious it is, you can quit Other Springfield and enter once again, then you'll have a fresh chance to find SSB somewhere else walking in Other Springfield.
It took only 15 minutes to finish these second and third part of FAO quest. I really wish that maybe this mission is unlocked at certain levels instead of having to just randomly popping out and ended up Android users have to borrow from iOS phones to unlock this character, because SSB is one of the characters needed in Springfield Heights.
