As you've discovered @3nzo9829 the whole Sideshow Bob unlock is glitched on ALL platforms.

There is currently no known procedure to kick-start it on the android platform but people have discovered how to shake it loose on iOS as described above by @1EllieG7294.

If you absolutely cannot borrow an apple device to get him to appear, then your only other option is to contact EA through the game, explain the situation and ask them place him in your game for you.
