The pagan winter carnival was part of a holiday episode (The Nightmare Before Krustmas) and wouldn't have fit at any other time of the year, hence it was the winter event of 2016.
As for this event, while I agree that this content could've stood on its own as a non-THOH event, the vast majority of the content was taken from a THOH episode. It's precisely on theme for this annual event. It's not what I would've chosen as a main theme but I don't hate it.
The thing is, content from any number of THOH episodes could be inserted here (The Genesis Tub, for example) and would receive precisely the same complaints, especially among long-time players who went through the first few Halloween events. They liked what came before and, based on that, many of those same players developed a very specific and rigid set of criteria they apply to this event and deviation isn't acceptable.
Bottom line: You can pick any source material you wish as long as it has a legit horror theme with legit horror content (preferably from classic episodes) and all the visual and audio trappings from past events.
Players didn't get these things this year and there's where the "hate" comes from. And the crafting.
