Well they started working on Clash of Clones in July based off the info we got from twitter so its safe to assume EA makes all the content for the next month during the current month. For example right now they are working on content for February, then in February they will be working on content for March and it goes on and on...
It's different in the biginning of the year to the middle of the year. With companies of this size, they usually start from scratch once the first quarter of the year hits. This was very evident last year. It also makes sense that they do that, since this is around when they create a calander of all the events and levels for the year. It's more business and schedule purposes.
As you would imagine that takes time. Then to actually code, design, and animate all the update items and that easily stretches out to at least a month if not more.
It's simple observation on my part, and knowledge of how things work in bigger companies. Though truth be told, if they were smart, they would've finished a few extra level updates last year for the first couple of months of this year to stay ahead of the curve. But we'll know soon enough what they did.
