What to do with idle neighbors?

Unfortunately, I'm running into problems with neighboreenos who are low level players. I'm not able to get any valentines from them due to low number of characters in their towns. I really hate dropping these people, since I know they need help leveling up.....been there, done that! I have enough neighboreenos to even things out.
