What to do with idle neighbors?

I'm more forgiving with the lower level players because I know they have fewer characters. I've deleted two level 38 players - I checked 3 or 4 times in two sequential days and they didn't have any characters for me to tap. That's not the type of neighbor I want to have. It's a waste of my time.
