What to do with idle neighbors?

Prior to this event, I was fine with keeping my idle friends since I could still benefit by visiting them during the events. In fact, it made the Christmas event a slight bit easier because there were a lot of people I knew that I didn't need to bother with leaving presents since I had so few of them to distribute among all of my friends. However, since this event basically requires active friends, I've been dropping anyone who obviously hasn't been playing in a while (i.e. not at least at level 36 and/or hasn't leveled up in a long time) once they no longer have any taps available. I've been more lenient of people who have obviously played recently but may not have in the last few days. I haven't had a problem with my few lower-level friends, as they seem to be playing frequently and have open slots when I visit.

Speaking of which, I guess I need more friends now. :)
