Why can't I make golden tiles?

When you tap to purchase a tile it only shows who is free. If they're all on jobs it shows nothing !!
You can use any one of the following ( when they're free ) :
Burns, Aristotle Amadopolis, The Rich Texan, Artie Ziff, Arthur Fortune and Augustus Redfield

There’s at least 3 billionaires with the ability to make a tile. You must have one char available, or nothing displays except the empty header bar. It’s an oddly designed graphic. I think it’s Ziff, the Texan, and the new rich guy with the helicopter
