You've got to do more of the prince and the premise quest. Keep marge free for part 17.

I've built all the castles (levels 6-10), Archer Lisa is on her 'Judge people from above' quest, Goblin Bart on 'pillage teachers fridge and Barbarian Homer on 'Express rage against the noobs'. Do I need certain characters free?
You have to finish Prince and the Premise 14, where Homer hides the unconscious Barbarian. This will start the Power of Upgrades questline.
The Power of Upgrades 1
Reach Level 15 and Build Moe’s Tavern
Collect Gold- x 5,000.
And then she should be unlocked.
