Unfortunately, no. Once you update a device, any town you enter will be update. You won't be able to access that town on the non-updated device. Or that's how it was for the first Halloween update

That's a shame - I'm still trying to get fiestas but I want the tie in too. When does it end, Sunday? How many tasks is it?

I have no idea. But I'm sure someone is done with it or will be by tomorrow. If it's not like the Homer Grave tie in, you should be able to log in by Sunday and be okay. I just finished the Kumiko quest in one of my sub towns yesterday. It even prompted me to "watch the Simpsons and find out what happened"
