Anyone else Losing Lou?
Store the SWAT Van and he will reappear. It's likely he is walking around somewhere.

You can't just routinely check, and do the same circles, rows in your town when looking for characters. Sometimes they go where you already checked and need to sometimes switch up the directions when looking for them. You also need to check every corner as some characters don't stick to the roads.
