Back to level 1

I'm a level 24 and my town just got reset to level 1...
I keep getting notifications on jobs that have finished and coins that has to be collected but every time i log in I'm stuck on level 1.
I really want my town back just as it was - is this possible or should I just ask for a refund?
I've spent alot of hours AND money on this game and I just want it back.
Can anybody answer me how to do this?
