Buildings Glitch ?

Probably not unfortunately, are you sure you have done all the tasks leading up to the town hall I think there is a walkthrough on here somewhere to check. The problem why the others haven't unlocked is because you need to have the town hall to continue so their associated quests won't start until you get the earliest one in the list. Sorry I couldn't be much more help than that
