Do not open the building for which you have the job.
Its happened to me its just a glitch. I would call it the building will come in time you just need to do a couple key events

The Truffle will open later. There's a natural progression to the building quests. You're just not at the point where the game needs to start building it.
Here's another question. A lot of the characters wanted to give the job story, and at this time, the game has taken off. After re-entering the game no longer offered the job. This is the norm?
