E.B.O is gone?

EBO is mr burns so if mr burns is in a quest you won't have access to him... I didn't realize till I was sending characters to the heights and went to build more furniture and ebo popped up on my list to build furniture. Or maybe it was coffee, it might have been that, whatever one burns belongs too, you'll see EBOpop up in that list.
