It's a 3 part quest. There's two other parts involving Ned and Apu(I think) of that part of the quest, so for those who don't have Frink, you just won't do Frink's part. It's inside anyway, so you're not missing anything. You'll still be able to complete the quest.

It's not part of the main story line, just a one part quest for the Pumpkin House

My first quest after building the gypsy building was to have homer attempt to eat the pumpkin house. This appears to be the last quest on the walkthrough. Has anyone else had this happen?!

It's not last, it's separate from the main story. The quest for the Pumpkin House is one part and begins when you unlock it amd take it out of your inventory. So it can run simultaneously as the main quest.

i am stuck with this ... help!

Is it essential to have Frink in order to complete the Questline?

It's a bug that happened to many people. Just exit and close the app completely using the Task manager in iOS/Android and log back in.
