Help! Just finished 58 and STILL haven't gotten Frankie the Squealer quest!!

- Yes as far as I know I have purchased all leveled buildings. Just finished the overpass diner. I cannot purchase the mafia car yet, when I click the requirements it says I need to reach level 58 and the next check mark says I need to start the "Frankie" quest part 1. I've looked in the walkthrough and it says Tony will start it unprovoked. He hasn't though.
- Go to Krustyland and come back.
