Help needed - Can't buy donuts

Really wanted to get some of the premium items before the end of event. I have bought donuts before and had no problems with IAPs. Today it tells me I am not set up for IAPS.

a) You do not have a Play Store account (I do and just renewed my card in Google Wallet)

b) you have not accepted the Google Terms of Service (I don't know why I wouldn't have but how do I check that?)

c)Your country doesn't allow in-app purchases (well I live in the US and haven't moved, so unless something has changed with the law that shouldn't be a problem)

Any ideas? Is it that my Play account isn't linked to my wallet, and if not, how do I do that? There aren't any clues on Google Play...
