One thing that always helps getting tasks kick started is making sure all characters are free at the same time before setting new tasks, if nothing starts set everyone on 1hr tasks or go to your friends list and come back that normally kicks things into gear. Hopefully the Walkthrough will help tho :) - The only way to advance the quest line is to continue building the structures. This is how it works:
1. If you have a quest for a new structure (non-Squidport) - nothing will trigger for other buildings until this building is fully constructed (24 hours)
2. Once constructed - quests for that building will progress. Depending on characters used, you may also get a quest to build another/the next building.
3. If a character is part of a quest AND supposed to build the next new structure - they can only trigger one quest at a time. Complete the quest and they will trigger the other event upon completion. So you may have to build an unrelated building to further trigger an existing quest line.
Basically they made it so each character can only have 1 ongoing quest at a time. They cannot trigger 2 quests at once anymore. So you may have to build something unrelated, just for them to continue the ongoing quest line.
Just follow the pace the game gives. If you speed it up via donuts or housefarming, you may regret it later when you are stuck at max level with nothing to do. The game is not a race. The money builds up over time. After you have Bart and Marge, you will have 99% of triggers for special events. If Whacking Day comes back, you should have the necessary characters for it.
