How do I get previous characters?

By normal means (like not hacking or employing some site that offers such services) : not possible.
Limited time means limited time and then it's gone.

The only exception so far : Fat Tony who was a limited time character until recently.
Lukash was meant to be time limited but was converted to a permanent addition within the supposed limited time.
