how i get sideshow bob?

I am currently level 102 and have never seen sideshow Bob in my town.
no messages saying that he is in my town.

I have seen him a few times in other Springfield and caught him more than three times in other Springfield.
I have never received the flaw and order questline.

I already done reinstalled game. I finished Kusty land quest.
