Missing Squidport sections
There was a bug several months ago that tapping on a floating tile would force the build to start over but some on this forum have tested and claimed the bug was fixed back in June.
It might be a drastic measure but you could test to see if the same bug has returned by deleting all your friends and then building a tile to see if you receive it.
Edit: You could also make sure you are in your town the moment the tile construction completes to see if the completed tile starts floating for you to tap on or if it doesn't appear. This way you could keep all your friends and test it without giving one of them the opportunity to tap on it.
