No I don't have the craft menu. My nephew got the injury 500 complete so he could send Bart on the ride. I cannot complete it at all

Scroll down to where Muhsterino has pictures of the Injury 500.
When you get the Injury 500 initially, all the pieces you need are there. Just move the long piece until the red squares disappear.
If it did not look like that when you got it you will need to contact EA.

Maybe you accidentally stored the long piece or plopped it somewhere you can't see it.
Check the main inventory slowly. It is alphabetical but will go thru the alphabet at least twice.
If you plopped it, use the move tool and hide everything but the decoration (the bistro set) and look around your town.
