Spuckler kids are unlocked by Brandine Spuckler 90 days task "Birth another Spuckler".
Brandine is premium character which was on offer during Valentine Day 2014, and finishing her quest line unlocked special quest for "creating" Spuckler children. Task length is 90 days (and Cletus explains that shorter pregnancy is result of Brandine taking bath in a lake near the nuclear reactor). It is possible to start this task only 3 times, which means there are only 3 Spuckler kids available at the moment. If player didn't speed-up pregnancy with donuts, Brandine should be now in last month of her third pregnancy since reappearing in game (for me, third kid is scheduled just before the end of THOH 2014 event). At the moment there are no indications will EA add some more kids for Brandine in the game (as she has a lot of children in the show).
