Out of ideas for solving a problem..

I've had them all free before, and just had them again to be sure. I didn't think Wiggum came into the picture until after Smithers was a drunken wreck x2? Either way, didn't force the previous tasks to complete. Both parts are still stuck at 1/1. Also the hard reset, log in/out didn't work earlier. I think I'm really bugged haha..
