If you tap a neighbours buildings it does nothing really to them, it just shows a hand shaking sign instead of the usual money sign.
In my opinion, it's actually best to tap the graffiti signs instead of the money signs, this is because your neighbour can get money from cleaning up the mess from a building that they would usually not be able to get money from, whereas if you tapped on the usual money sign, they would be collecting money that they would already be getting... If that makes sense. So don't worry about the graffiti.
Now, I'm not sure if there is a limit to how many people you can add a day, and yes, there is a 100 friend limit.
