You need to be promoted by the system before you can have an avatar. Promotion date is the 22nd of each month and is done randomly but the system, no one here gives out promotions! You will receive a PM letting you know that you have been promoted on the 22nd if you have been picked.
Best way to get picked is to stay active around that date to make sure the system see's you etc.
For the time being you can put a picture in your signature till you are promoted :) To put you pic in your signature box make sure you put *link* (without the spaces) then it will work :)
