My clue after the frozen squishee "Number 1" task was "Send a High Roller to Buy Overpriced Coffee". It wasn't Herman. I tried sending Comic Book Guy but that task was 8 hrs and I had 4.5 hrs left to complete the tasks. I started clicking through the characters in the upper left box, looking at each one's task list. Finally Quimby came up with the task for an hr. Now if I click on Number 1, I see the countdown until Quimby's done. I wonder if the clues are different for each player like the eggs were in the Easter update.

Mine said " send an entrepreneur to buy overpriced coffee" so I sent comic book guy successfully. Might be different clues and characters for players. Although Herman sounds like he would work too.

So far (send an entrepreneur to get frisked) I've had at least two different characters able to fulfill a given task.
