When you tap on Homer you can scroll through the skins you have unlocked for him. Each skin has its own task list.
You can only have the character doing one set of tasks at a time, so if you put Homer on a Strongman Homer task then he will not be able to do a Hallowe'en task until you put him back as regular Homer and select one of those tasks.
