Thanks for responding. I am still checking with the team on this. A player also recently brought up Brock Lesnar isn't showing up on the PlayStation store despite in game it's saying he is so it's possible PlayStation took down the content.
I’m having a similar problem too. I purchased DLC through the PlayStation store, including 4600 UFC points. They won’t even start downloading because it says “Cannot find the application”. But I have no problem playing the game. I have the disc copy, not a digital one on my PS4. I do not have any external devices connected. My PSN name is DarkhawkHWO
Also, if you attempt to go into the PS store directly from the game, you just get a blue screen with nothing on it. I clicked on the in game ad for Brock Lesnar and that’s what happened.

Sure. It is attached here. However, after speaking to Sony customer service while trying to get a refund for the purchases, it turned out that somehow I had a European version of the game instead of a North American version. So anything from the PlayStation Store will not load on that version. So I guess my issue is resolved unless it happens again once I get the correct version of the game.

Thank you for following up. That is definitely why the content wouldn't show up. PlayStation has regional locks for digital content so if you have a different regional version of the game that is why the DLC won't connect.
Please let us know if the issue persists if you end up getting the DLC for the correct region.
