If you are sure that your accounts and subscriptions are proper then we are most likely looking at temporary connection issues from our side.

The error message you're getting is very specific in stating all active users. Are any other controllers logged in to your PS4?

If that is not the case, then there are several things you can try:

Multiplayer features require PS+
Make sure you are logged in to the proper PSN account
Try to logout from PSN and login again
Power cycle your console and router

If the issue persists, please let me know.
