Allow for bigger and smaller sizes for the decals

The following sponsors are "neutral", that is, they are from the WRC, not associated with any specific team: Pirelli, AsahiKasei, Wolf, Forum8, Fanatec, TW Steel, Impex, EA, ProGrade, TATA Comunications, Compact Dynamics and Clean Fuels For All. These sponsors would be great if they were added to the game. We have to be honest, the fake sponsors of the game are they are too simple. It would also be great to add the Rally.Tv logo and the logo of some of the brands to use on specific models.
Aside from the lack of official sponsor logos or even basic lettering and numerals, the livery editor needs a zoom in/out control cos there are times when you you want to place a small decal and the camera is too far away to see properly. We have really good freecam controls in the photomode so why not for decal placement
