[PC] Stuttering can be removed by entering basic graphic option

Summarize your bug Everytime I start new racing, I get micro stuttering. (always) However, lagging and stuttering can be removed by simply entering "basic graphic option menu" and coming back to game even without any setup changes. But I do it again and again when I change the location of the map. (When I start the game this happens 100%, and can be fixed 100% by entering the menu.)
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Some of the people say they are having the same issue. I use rtx3080 with windows 11... but don't know why just entering the basic graphic option menu can fix everything.
What happens when the bug occurs? I just need to enter the basic graphic option menu to eliminate the stuttering.
What do you expect to see? I don't want to enter the option menu everytime I play this game.

    This is my perfect settings for my config (i5 12400f with rx6600):

    But as I mentioned earlier, I have to go to the basic graphic option in every time, when I started a new stage.

    I had stuttering with RX 6800 Xt but it went away when I started streaming with OBS.  Strange!

    Now I purchased RX 9070 XT maxed all the graphic settings (no upscaler) except Car reflection which is power hungry setting. And the stuttering is completely gone

    Nice to hear you can enjoy the game, its fn awesome. I think your game might now be using the PSO shader cache, instead of the old compiled shaders. It does run a whole lot better. Credit to the devs who implemented it a few patches ago...

    Btw, I don't really have stutters on my end, unless I use vsync, even with all maxed out (except reflections). And with my fixed 60hz tv, vsync is a must.

    That was, and still seems to be the problem.

    Haven't played in a while though...

    Hi,

    Today We've got a game update (Hard Chargers Content Pack), the actual version number is v2.3.1, but unfortunately this issue is still persisting. :(

    BTW I changed my upscaler and graphics detail settings for a better overall performance and visual quality, here's my actual settings:
