Stuttering frequently on highest and lowest settings.

Same, after patch it's worse than before. 
For me the game was actually running quite well before the patch, at 100+ FPS. 

Now it is 70-80 FPS with lots of stuttering and higher latency which is felt on the wheel.

I disabled vibration in controller settings and my fps/stuttering was fixed. Worth a try…..

Sounds maybe crazy but it did fix the game for me.
