Bug still exists as of 1.7.0. Dashboard speedometer of this UK model has units under a MPH scale, but the hand is actually showing instant speed in km/h.
P.e, when driving at 100 km/h (as seen on virtual speedometer), the 3D cockpit dashboard hand will also show 100 instead of ~60 (MPH).

I've encountered the same issue and noticed it particularly because I play on a 4K monitor, which might be harder to detect on an FHD display.
To make it easier to verify, I've attached some screenshots that also support his report:

You can see the speedometer has two scales: the outer in MPH and the inner in KPH.Second screenshot:
The virtual HUD shows 107 in KPH, while the speedometer in the vehicle indicates about 107 in MPH.These images clearly illustrate what his report describes.
I understand that developers are grappling with complex specifications for different vehicles' speed units in a limited amount of time. It's no surprise such errors can happen.

Good catch, and thanks for reporting. I totally missed the inner km/h scale in FHD while driving, so it easily confirms this small animation bug.
