Multi accounting

Dont know really where post this one but actually on Tiberian 27 my 2 friends and me got harras by a 38 multi account, how do I know his multi account ? He using the same nickname for everyone and just changing one number "00NightFighter" to "38NightFighter" all in the same alliance. We probably gonna redeploy but the question is did THIS kind of multi account is legal or not ?

Yup, it is completely legal. Players are free to have as many accounts as they wish.

Yes, it is legal as posted above. Players with a lot of accounts may tend to be annoying at the early stages of the new worlds, but they will eventually be outgrown, since the time and amount of cash needed to level up the bases at a fast and steady rate will after a while be quite tremendous. So in the end they will just end up linger at the outskirts of the world, while the rest goes for the center.
