How to change location ?

Hi everyone, how can I change location from north-west to sud?
I try to use the world map and left down corner however it is not possible (not highlighted).
Can't understand why it is not highlighted....

your base need a minimum level. Follow the "tutorial" left side without the PVP and upgrade your base. If i remember right you will get a message if you can relocate. If you already relocated , there is a cooldown which will be longer more often you relocate
