I'm suggesting that somewhere on your setup is something that is preventing the game from loading as it is on my old computer, my laptop and my new computer. It is worth trying as it will show that it is, or isn't, an issue with the computer and something not being cleared even though you think you are clearing everything.

Ever since the new log-in system was introduced I have noticed the game has become very, very heavily cached. I find now, once I have logged into one world, when I try to change to another, I cannot unless I clear caches etc on browser. Even then it often takes multiple attempts and I have to keep repeating this process before finally it works.
As the moderator in this thread has suggested, I can be persistent (and I am) but often by the time I eventually get into a world I’ve become totally frustrated, then bored and can hardly be bothered to play the game. As also suggested I could “use” another PC but why on earth would go to that trouble, when judging by the comments in various forum threads and comments by other players in our alliance, this problem is affecting most players, and I very much doubt is it down to all our PCs?
Other than putting a heavy load of caches into the game which has affected most adversely I cannot see what benefit the log-in “upgrade” has given to the game or its players and, to me, rather than attract new players to the game it will just drive existing players away. Perhaps that EA’s purpose, I really do not know?
So I would respectively suggest that the moderators on these forums should not tell us what they “think” we should try to possibly work around the problems the “upgrade” has created but pass on our comments / problems to EA developers and ask them why is it happening; do they intend to "solve" the problems we are facing and then pass back their responses via the forums.

For a while changing to "en" server resolved the change world issue for me in Chrome, but not any more.
What really baffles me is that my second account, which I run on firefox, is not affected.

Log out of your account. Then press Ctrl+f5
Open Log in via ea login screen but press Ctrl+f5 before entering login info.
Login via EA. Then press Ctrl+f5.

Therein lies the issue - developers in the context of the game and how I am using the term refers to the developers of the game and features of the game, not EA or their other staff or contractors.

We've had no information about that I agree. The game developers are trying to produce working systems that do not need workarounds as they are responsible for some of the login procedure but don't control the part EA changed without warning.

I agree totally! Official communication from EA and the game developers has been somewhat sparse, almost none existent.

Well, I can only tell you so much as the new Single Sign-On login was deployed across ALL EA web-services, as it is the point of a SSO feature, whether its the origin web store, the forum and other things browser based. That includes the game as well. So you only need to sign in once and are online throughout all their services.
This should make it clean why the developers can't just roll back the login to the old version, CCTA is only one wheel in the machine that needs some grease. Which is the task of the Envision game developers now, in junction with EA's web development team who maintain EAs web presence.
I can assure you there is little point in pointing fingers and shifting blame. We are working on it and once we can give you some news we will do so. But unfortunately we can't provide a proper solution before next week.
This situation is just as unpleasant for us at it is for the players so trust us if we say we are working on it to resolve the issue.

Interesting, Ctrl+f5 worked for me... (no idea what ctrl+f5 does) after logging out, ctrl+f5 and logged straight in changing worlds also seems to then work.
