Diplomacy and pvp

I have always understood that you can not attack a member of another alliance if the two alliances are allies or nap. Is this still true on all worlds? I have a report of an ally on ally attack on tib 32.

    It is still true - however the colours have changed and white no longer indicated a NAP but no affiliation so can be attacked. The NAP colour is closer to the blue that indicates your own alliance areas. The enemy and allied colours remain the same, red and green.

    It can be the case that an attack took place before a player was in the affiliated alliance, or before the alliance became affiliated.
