"Terror" penalty.
I suggest a new feature regarding the multiple attacks on a single forgotten target (fortress excluded).
Army efficiency should drop by 5% for each attack after the 5th attack (or -3% after the 3rd). A penalty for players hitting "out of their league" targets, basically terrorizing the forgotten. This feature should be implemented on all worlds.

You are basically describing the morale system being altered, where the morale reduction gets greater the more attacks that take place.
