This can be accessed via the script provided by @leo7044 , via the dropdown menu in-game within options or via the command line within the in-game chat.

/cheat resetmovecooldownpte X

where base one is actually base 0 and you would use 0 instead of X
base two is actually base 1 etc you would use 1 instead of X etc
....
base fifteen would be base 14 you would use 14 instead of X
