I cannot enter enemy territory

I'm on the border with enemy territory and I can't enter. I need to occupy a uranium mine for the attack. One piece of advice please

Obviously you can't move into enemy territory until you kill them. Being 'on the border' of territory makes no difference. You and your alliance need to kill them.
