Graphics/Text glitchiness on Chrome

Guys I'm having a strange issue with Chrome where the text (and maybe the shadows) seems to be kinda glitching out. The text looks fine initially but when I move the cursor around it changes to a strange kind of pixelated looking text with a slight change in the background colours as well. I've been using firefox mostly, so I can't tell how long this has been an issue. I've disabled all scripts but the issue is still there.
Just wondering if anyone else has noticed anything similar and if there's a solution. I haven't cleared the cache and stuff yet though, so I'll try that and report back if it fixes the problem.

I already am on the latest version of chrome. I tried logging out and back in but the issue still prevails. And I already tried rebooting but with no change

I've already got animations, effects and fog off
Edit: Turning animations back on makes the screen flash without me even doing anything. So now it is a constant flashing.
Edit 2: I recorded it. Uploading it ruins the quality but when the animations are on you should be able to see a flicker every second or so. Watch the text to notice it. And with the animations off initially it looks fine, but then when I move my cursor to a certain area, the text gets all pixelated. Moving the cursor away brings it back to normal but there are certain spots which make the text pixelated again. This happens everywhere on the map but the side and top bars are fine.

You might try and see if you can disable/enable hardware acceleration in Chromes settings and see if that helps.
