PTE Fortress level

We opened fortress on PTE today, and it's 95-25=70
How and why did that happen?
Our highest offense is 57.3. Based on top 10 offenses the fortress should be 61, not 70.

Because the level have been inreasd, so is the min level that the FF can have.

Ok, when guardians are 50, min level is 50. Why when guardians are 65 min level is 70 then?

Aren't increased cap worlds all minimum fort level 95 and maximum fort level 95?

The minimum and maximum should be different. The maximum should have been increased too.
