I am subbing two accounts that were made CiC and are the only officers. How can I get them out when they can't change rank or disband the alliance?
Can EA disband the alliance?

The answer is simple - EA won't interfere in the game and you need to contact the original owners. Actions of a sub are limited, as you've discovered.

Unfortunately there is no other way as described above. The limitation on substitutes was put in place to protect the owners.
