I can't relocate because it is telling me I am attacking and I can not relocate while attacking. I am not attacking and haven't for a few hours

Which world? This issue arises infrequently but it is important to state the world and the account and base name.

All good. It was my cool down period after an attack I made. It just seemed like a LONG time lol thanx WAR

How do you relocate all your bases?

Top right of playing screen should have this:

Clicking on it will give this:
Clicking on relocate button gives this:
Carefully select the sector you wish to move to and click on accept then on relocate.

If you can't see all of the buttons, use the zoom feature of the browser, I find I need 80% on my screens to see everything.

Also' if you can't see the relocate button....
In game...Try holding down shift + ctrl while scrolling your mouse wheel.

Or...You can try increasing your computer display's resolution setting to 1280×1024 or higher.
