How far can i found new base

There is a question for me,

How far can i found new base? Is there still requirement to be not more than 20 points from new base? Should it be my base or it could be someone from my alliance? What is rule here?
Need 100% info please.

The rules haven't changed, it is the distance from any one of your bases that governs the ability to lay a new base.
