How Do I Move My Bases More than 20 Tiles?

I just came back after like a 4 year absence. My 9 bases are all destroyed and stuck in enemy territory. I cannot move them to safety. What do I do?

Relocate them. (Although after 4 years you shouldn't be able to log into the world as the system usually marks you as inactive and removes your id from the world.)
