Yes, this is a well documented problem caused by EA and changes in their security policies.
Unfortunately once it is marked inactive this way it is only possible if the original owner logs in and changes the password which they can only do if they still have access to the original e-mail address. Many don't for very old accounts as no verification was needed when setting up the EA account. Email addresses need to be kept active on EA accounts.

Some friends trusted me to give me the substitution so that he would connect from time to time and that the game would not destroy his bases BUT our dear EA decided to mess it up. :-(

The chances are that they won't even if they could.
There's also a good chance that the e-mail is not monitored as many older accounts didn't have a verified e-mail address, anything in the correct format worked.

Anyone has any idea how to contact the owner of an account to which I have a valid substitution?
It has the same problem, their account is inactive.
I'm thinking that EA cannot disclose the email address behind the account but they might be able to contact the owner by email on my behalf.
