To restart a world you would need a new ID/username/email address to sign in and this is only possible on newer worlds where they haven't closed off new players.
Alternatively, you can simply start a new world where you will be starting from the beginning. However, you will be far behind other players and may find difficulty in getting an alliance willing to take you.
